About Emilio
I am a Palestinian-Chilean academic and lawyer, with a PhD in Political Science from Science Po France (2005-2012) and I have been a professor of Law Theory in Chile (1988-2000), Political Theory, International Law and Human Rights in Palestine (2011-2018) and the Unite States (2015-2016). I recently moved from Palestine to Toronto.
My teaching and research interests rest at the intersection of law and politics, critical legal theory, political theory, philosophy of law, anthropology of law, and colonial and post-colonial studies.
In Palestine, I was Assistant Professor in the program for Human Rights and International Law at Al-Quds-Bard College in Jerusalem from 2011-2015. I was appointed Director of the program in 2014, a position that I held for a year.
In September 2015-2016, I took a leave of absence from Al Quds-Bard to join the Center for Palestinian Studies and Columbia Law School in New York as the recipient of the Palestine and Law Fellowship. I was also appointed Associate Research Scholar/Adjunct Assistant Professor of Law at Columbia Law School, where I co-taught a course on “Legalizing Social Movements”.
Upon my return to Palestine in 2016, I continued teaching and build academic platforms on critical legal theory in different universities of the West Bank (Al-Quds, Birzeit, Hebron, and An- Najah universities). I was responsible for development of teaching methodologies and legal research in the four institutions, creation of the first joint Masters program in International Law and Human Rights in Palestine, and a Palestinian law journal. This worked was in its final stages when in July 2018 I was affected by a wide Israeli policy of non-renewal of visas for academics working in Palestinian institutions. My family and I left at the end of July 2018 and we settled in Toronto.

I conceive teaching in the field of International Law and Human Rights as an essentially interdisciplinary practice. Human Rights have as much to do with law as they are related to philosophy, politics, history, economics, anthropology, linguistics, psychology, literature, imagination, affects, dispositions, beliefs, and ways of being.
In order to understand what is happening in our lives and societies, it is imperative that we understand that law and rights are far more than a simple code of conduct, that they have the capacity to create reality, identities, and desires; that they are a productive form of narrative, an imaginary, rather than simply a repressive technique; and that, at the same time, they are not necessarily emancipatory instruments but that they also reproduce forms of domination.
For the same reasons, I emphasize in my teaching that research methods are crucial to our understanding of law, rights and politics. This understanding cannot be limited to a positivistic learning of norms but, rather, it needs to embrace the concerns of a number of disciplines with particular ways of investigation. In this regard, a central motto of my teaching –one that I have tried to systematically apply- is: “every class is a research methods class”.
