I usually start by giving a overview of the topic and then dig deep into it, with primary focus being intuitions of the topic and then solve problems and relate them to real world.
Everybody learns to solve the problems(questions) but not everyone get the idea/intuitions behind the topic which is the most important thing.
My intension is to focus on understanding the topic as well as solving problems.
